The Inter-Planetary League (IPL) is a loose confederation involving many (but by no means all) of the Human colonies in the galaxy.
The League itself has no resources of it's own. Instead, the League military consists of forces that are on loan from the individual worlds. Most worlds have a system of rotation that divides "League Duty" among it's military units by tours. A particular unit might have two tours at home, then one with the League before going home again.
The Hunters are an even more loose organization of troubleshooters and special forces operatives. They function as mercenaries to fund their operations, which range from interplanetary law enforcement to bounty hunting to "big game" hunting.
The Inter-Planetary League charter grants Hunters certain privileges such as the use of IPL military craft and personnel as well as local law enforcement as the job demands. Hunters are careful to avoid overstepping their bounds for fear of retribution from other Hunters (a good reputation is a valuable asset).
The Hunter Creed is to protect and promote human civilization in all its forms by any means necessary. While most Hunters follow a militaristic interpretation of the Creed, this is far from universal. Even still, it is important to note that the Hunters are almost always drawn from military backgrounds (it's a rough galaxy after all).
Hunters usually operate alone and occasionally in small groups. By nature, Hunters are individualistic folk and often develop intense, though rarely bitter, rivalries.
